Our Economic Development Incentives Practice Group assists businesses and governments with the intricacies of business development, relocation and expansion. Our team consists of:

Philip S. Bousquet counsels clients throughout the state with respect to New York's Brownfield Cleanup Program. Working both Downstate and Upstate, Phil has guided clients with several of the largest BCP projects in the state as well as with several smaller projects. Through his immediate involvement with the BCP from its creation in 2004, Phil has developed relationships with the various parties involved in the Brownfield Cleanup Program and is a regular lecturer throughout New York, including programs sponsored by the Environmental Business Association (EBA), the New York State Bar Association, the Practicing Law Institute, and local municipalities and associations.

Timothy M. Lynn has extensive experience with the Empire Zones Program, counseling clients and municipalities throughout the state regarding: the Real Property Tax Credit, the Investment Tax Credit, the Wage Tax Credit and other income/franchise tax credits, maximizing available benefits, Regionally Significant Projects, Qualified Investment Projects, Empire Zone designation, Empire Zone certification, tax credit calculation and assisting accountants with claiming tax credits, desk audits by the Department of Taxation and Finance, certification issues with Empire State Development, as well as advocating for clients seeking to protect their benefits through litigation.

Tim also has extensive experience with the federal historic rehabilitation credit, working on projects Downstate and Upstate. Through his experience and relationships, Tim helps clients identify potential investors, negotiate economic terms, and structure entities and leases.

Paul M. Predmore has considerable experience dealing with IRS and New York State Department of Taxation and Finance audits, administrative appeals, and court proceedings. Paul also has extensive experience representing developers of projects across Upstate New York that utilize federal low-income housing tax credits at below-market financing from New York State Housing Trust Fund and HUD's HOME Program.

Thomas E. Taylor assists clients with all aspects of the project development process, including working with Industrial Development Agencies and other local government economic development agencies to ensure successful project financing and completion.
